Improve list indentation for elixir-ts-mode

* lisp/progmodes/elixir-ts-mode.el:
(elixir-ts--argument-indent-offset): Add empty line check.
(elixir-ts--argument-indent-anchor): Change ERROR offset.
* test/lisp/progmodes/elixir-ts-mode-resources/indent.erts:
Add test.
